EP Keyboard Layout

Does anybody know why the english EP keyboard differs from the type, which is used nowdays in the UK? For example the keys between the 'L' and Enter buttons are totally reorganized.
Compare with the german one, in Germany the layout haven't changed with the time. The good old typwriter from 1950s is exactly the same as the computer keyboards nowdays.

It doesn't answer your question but there is a good article on keyboard layout history at http://en.wikipedia.org/wiki/Keyboard_layout#United_Kingdom. The UK Enterprise layout seems to be based on the JIS Japanese standard but I have no idea why! But even then there is an extra key between Z and left shift.
