What the easiest way to join rom files  together to burn a 64k or 32k image? (Windows)

Is there a guide?

No, some have a ROM version. (If .ROM file in the package)

IS-DOS programs are CP/M programs, need a disk system, and IS-DOS in ROM or on disk.
